As the term implies, the builder's onsite representative work for and represent the interests of the builder, not the buyer. Essentially, the builder's rep is there to make sure you buy their product at their price and terms. A buyer's agent can objectively help you compare different homes and models, as well as different builders and communities, and then help you in negotiating a fair price for the property.
